Seoul has announced a comprehensive plan to tackle the loneliness epidemic, investing $327 million (451.3 billion won) over the next five years. This initiative, known as "Loneliness-Free Seoul," aims to create a city where no one feels isolated.

A major aspect of this initiative is the establishment of a 24/7 Loneliness Hotline. This dedicated hotline will provide around-the-clock access to trained loneliness counselors who can offer support and guidance to those in need. Additionally, an online counseling platform will be developed to offer similar services, making it easier for people to seek help from the comfort of their homes.

Beyond these virtual options, the initiative includes in-person visits and consultations for those who require extra support. Trained professionals will follow up with individuals who have reached out for help, ensuring they receive the assistance they need. This personalized approach aims to build trust and foster a sense of connection.

Recognizing the importance of mental health, Seoul plans to expand its psychological services. The city will invest in increasing existing mental health programs and developing new ones to address the specific needs of those struggling with loneliness. This includes offering therapy sessions, support groups, and workshops on coping mechanisms and resilience building.

To fight social isolation, the initiative also focuses on promoting community activities. Green spaces and recreational programs will be created or expanded, encouraging people to engage in activities like gardening, sports, and book clubs. These initiatives aim to provide opportunities for residents to connect with others, form meaningful relationships, and feel a sense of belonging.

Furthermore, the initiative will introduce nutritional meal plans for middle-aged and elderly residents. Proper nutrition is often overlooked in discussions about mental health and well-being, but it plays a crucial role. By providing these meal plans, the city hopes to ensure that older adults receive the nourishment they need, which can positively impact their overall health and social engagement.

A particularly innovative aspect of the initiative is the creation of a search system to identify isolated residents who may need help but have not yet reached out. This proactive approach aims to address loneliness before it becomes a severe issue, ensuring that support is available to those who might be reluctant or unable to seek it themselves.

Seoul Mayor Oh Se-hoon has emphasized that loneliness and isolation are not just personal problems but societal ones that require collective action. He has pledged to mobilize all resources at the city's disposal to help lonely individuals heal and reintegrate into society. "Loneliness is not just an individual issue. It's a societal challenge that requires our collective efforts. We must create an environment where everyone feels connected and valued," said Mayor Oh.

Experts have welcomed these efforts but also caution that successful implementation requires careful consideration of the cultural factors contributing to loneliness in South Korea. The country has seen a rise in "lonely deaths" (godoksa), which reached 3,661 in 2023. These deaths often occur among elderly individuals who live alone and have little to no social interaction.

Over the last decade, loneliness has become a major national concern as related issues have increased. This includes a growing number of young people who withdraw from society, often resulting in extended periods of isolation at home that can last for months. The phenomenon, referred to as “hikikomori” in Japan, is becoming more common, with South Korea estimated to have around 244,000 individuals fitting this description in 2022.

Moreover, the number of solitary deaths is also climbing, reaching 3,661 last year, up from 3,559 in 2022 and 3,378 in 2021, according to the latest statistics released by the Ministry of Health and Welfare just last week.
